I would assert that there is zero chance that nobody told him he wouldn't be able to just buy the land.

He is having a “do you know who I am?” moment.

I don't believe (going into this) that he grasped that some people desire to keep things they have and no amount of money will tempt them. The adage that everyone has their price isn't absolute.
