He didn’t exactly. It’s basically just giving them permission to not attend, if they have other things to do if the topic is only peripheral to their main objectives. They are free to attend if they want to.
Media is just misreporting that DNI and CJSC were demoted.
I can hardly wait for someone to drive a stake in it.
