From my facile understanding of what passes for politics in `Cali’ it seems to me that if urban CA can’t extract its head there should be an East California and West California, like Chile and Argentina.

Given that a lot of the people who end up going with the Guard tend to be from the working class families, you’re likely correct. I don’t know about California, but living in Pennsylvania, of all those I know in the Pennsylvania National Guard, almost all of them are affiliated with working class families.
If they are willing to take genuine action in using the truly available natural resources, then they would succeed. However, I don’t see them as really willing to secede, because they would rather take the easier route of relying on the other states for their resources.
Fine. Northern half and central valley keep the name California. Shove the coastal group into the ocean as independents with a new name.
When Mexico owned California—they considered dividing it into two states, Congressman William Vandeiver wanted to divide in in the 19th Century—North, south California. Both parts of the state are dramatically different.
