Simple solution. Start exclusively settling refugees in Ithaca.That seems like a good idea until you realize that the refugees will quickly infect the rest of the area, the bulk of which is rural and conservative.

Incoming refugees or illegal aliens should ONLY be settled in sanctuary cities. Outside of those cities, any visa that they may possess is null and void.
