Trump will be barred from speaking in Parliament

LONDON — House of Commons Speaker John Bercow has announced that he intends to block US President Donald Trump from addressing Parliament when Trump visits the UK later this year.

It is customary for visiting presidents to address MPs and members of the House of Lords in Westminster Hall when making state visits to Britain.

As speaker of the House of Commons, however, Bercow is one of three people who has the authority to block visiting figures from doing this.

The speaker said on Monday afternoon that addressing Parliament was an "earned honour" and not an invitation that came automatically with a state visit.

He said:

"What I will say is this. An address by a foreign leader to both Houses of Parliament is not an automatic right. It is an earned honour. Moreover, there are many precedents for state visits to take place to our country which do not include an address to both Houses of Parliament. That's the first point.

"In relation to Westminster Hall, there are three key holders to Westminster Hall: the speaker of the House of Commons, the speaker of the House of Lords and the lord great chamberlain. Ordinarily we are able to work by consensus and the hall would be used for a purpose such as an address or another purpose by agreement of the three key holders.

"I must say to the honourable gentleman, to all who signed his early day motion and to others with strong views about this matter on either side of the argument, that before the imposition of the migrant ban I would myself have been strongly opposed to an address by President Trump in Westminster Hall. After the imposition of the migrant ban by President Trump I am even more strongly opposed to an address...

She does as well as other powers - but her specific ability to countermand the Speaker of the House of Commons is nil. She could not dissolve Parliament over that issue.

It relates to an incident in 1642 called ‘The Five Members’ that established in British constitutional law that the Monarch cannot overrule the Speaker of the House of Commons on matters concerning the privileges of the House of Commons. It was a pivotal event in the leadup to the English Civil War.

I believe he can still be invited to speak in either the Royal Gallery (which was used by Presidents Reagan and Clinton to address the joint Houses of Parliament) or the Banqueting House (used by President George W. Bush for a slightly less formal speech), without Bercow being able to block it. But the May government will want to be very sure nobody with the power to block those locations will go rogue like Bercow has, before bringing those up.

Maybe we'd better rethink this "Trans-Atlantic Partnership" business.

A better idea might be a Trans-Atlantic Partnership with Scotland, Wales, Cornwall, Ireland--or an alliance with people who are not sick with decadence.

There seem to be quite a few English people who are as sick with cultural, social, and moral decay as the worst of the Continental Europeans.

Just ignore them - have a nice visit with the Queen Mum and do some touring/shopping then get out without acknowledging that the Parliament exists. If someone asks, mention the childish, pettiness of the twerp.

Why was this post (which has been the number one news item trending thing on Twitter today) removed not only from Breaking News but from News period? Our strongest ally told us that our President will not be permitted to speak at Parliament and that’s not even considered news?! Yet in Breaking News there is news about the Kremlin wanting an apology from O’Reilly. I have no problem with that being in Breaking News, but why does that stay and news about how our strongest ally is treating our President not?
