Blackmail? They were likely salaried employees of FSB, ISI or PRC Intelligence. Or all three. Or they auctioned the info off to the likes of ISIL, Iran or Nork to feed their offshore accounts.
The big question is where are all these scoundrels and their families right now? And their money.?
