Wrong. Rights are most definitely declared in the Declaration of Independence.

Rights are enumerated in the Constitution, not the Declaration of Independence.

That's only a legalistic, technical interpretation. By definition, the Declaration of Independence proclaims certain basic rights of the whole people, if not the individual.

That proclamation was supported by solid reasoning and self evident truths. It still stands as a supporting foundation for our nation's Very existence.
