It is for real. The Moon sits at the top of a deep gravity well. It takes very little energy to launch a payload from the Moon. But by the time that payload gets to Earth, it can pack enough kinetic energy to wipe out a city.

Destroy cities! What's the loss in that? If you take out Chicago, Illinois becomes a Republican state. If you take out New York City, New York becomes a Republican state. Etc.
Even so, it's far more likely that socialist governments would destroy cities than that capitalist corporations would.
