“...and not carry it in your pocket or directly on your body, unless it is off.”
Wouldn’t this defeat the very purpose of a cellphone? How can someone reach you in an emergency if the cellphone is off?
In CA they need to put little timers on the phones which automatically shuts them down after the allotted or approved use time expires.
