Some stuff is out of his control though, Congress being one of those things.
No doubt, and I bet he would agree with hindsight, "he could have done better."
Congress is out of control because he has delegated legislation to them, rather than sending them his own proposals, and he has brought their own practical staffers (starting with Priebus) in to run his own WH.
Trump should have been sweet-talking both individual congress critters and the voting public on this stuff from day one.
