I felt that Cotton was inferring that it was Lynch/Justice Dept. He made it clear that partisan democrats from the Admin that left office in January are heavily involved.

I found in my papers today a copy of something posted here on FR last summer...Hacked messages of #Black LivesMatter leader reveal Obama admin's plan for 'summer of chaos'

I cannot find the posting here any longer, but it outlines how Attorney General Loretta Lynch was involved in discussing plans to bring on martial law. It was from the DC Clothesline on July 6, 2016. FWIW....but I agree that little snipe, Lynch, is as you think, probably right in the middle of all this. Someone needs to find out if she's made travel plans.
