When it became racist to pursue fraud due to the ethnicity of certain individuals, a whole fraud industry began to build up. Then, there are the subsidies to pretty up the racial group statistics, which are themselves subject to fraud. Entire classes of people have been ruined for ever becoming productive taxpaying citizens.
THIS. The dirty little secret is that minorities are rubber stamped in for approval. If they means test the program too rigidly, Al Sharpton will be standing in front of the bldg. protesting and they KNOW that.
Now if you are a little old white lady, then you will get means tested out the wazoo as, being privileged, you MUST have a secret bank account somewhere and your eligibility is denied or cut.
I saw this both working for subsidized housing as a clerk AND personally experienced this.
