It says “in court documents filed Wednesday”. Clearly not any kind of an order.
Just sounds like this one judge wanted to go on record stating that he is not part of the judicial usurpation going on in the 9th circuit.
The filing has no binding legal effect and I’m sure the other 28 “judges” in the 9th circuit will all tell him to go f himself.
