Repeal comes first.
I remember his saying it many many times: they come at the same time.
think for a second. Repeal MUST come first. Replace could come quickly. But REPEAL must come first.
How can you replace something you have not repealed?

It was “repeal and replace at the same time.’
For example, one law in Chicago can repeal gun restrictions AND at the same time implement concealed carry.
They might be separate paragraphs in that one law, but it would be the one piece of legislation.
But where is the 'repeal' in Ryan care? There is no repeal. There is only 'modify'
They had an entirely new 124 page document. It was no longer obamacare. Obamacare was about 1200 pages initially, iirc.
The taxes were different, the mandates were different, etc.
That DOES NOT mean it was a good plan. There was lots about it I didn’t like.
At the same time, I don’t trust ANYONE in House or Senate. They have stood by for years doing nothing.
So, I’m going to continue supporting the outsider, Donald Trump. His expertise at making deals had him walk away from that last deal.
Let’s see what the new one brings. However, I do NOT expect to get everything I want. I hope to get 60%+.
