New York would be the first state to make tuition at public colleges and universities free for middle-class students under a state budget set for passage in Albany.
The plan crafted by Democratic Gov. Andrew Cuomo would apply to any New York student whose family has an annual income of $125,000 or less. To qualify the student would have to meet certain class load and grade point average restrictions, and room and board would not be covered.
Cuomo said Sunday that the tuition plan, which his office has estimated to cost $163 million, is a national first.

Meanwhile SUNY Buffalo just cut four of their D1 sports, putting them at 16, the min # of sports a program must compete in to stay D1. Already staring a downward slide.

Everyone else? Tough noogies - their tuition will increase for obvious reasons.
Fun fact: NY is currently in violation of a court order to fully fund public schools - they haven’t been able to abide by a formula that is supposed to distribute funds more equitably.
So if NY can’t manage to honor that court order - where is this stash of cash coming from for “free” tuition?

This is not new. State Colleges in New York were tuition-free for anyone until about 1965. I went to New York State College of Ceramics at Alfred, NY and paid only about $50 per year for Alfred University, the hosting entity. Otherwise I would not have been albe to obtain my engineering degree. The College of Forestry at Syracuse, and all State Teacher’s Colleges were tuition-free. I don’t know whose idea it was to start charging, but it ruined the outstanding benefit of being a New Yorker.
$125,000 isn’t considered to be middle class to other than the East and West coast States.
Just cap tuition at some arbitrary low number, like $3,000/semester. If the feds can dictate minimum wage surely they can dictate maximum tuition.

I was married, with kids, in my 30s, in the early 1970s. Enrolled at NTSU (now UNT) in Denton TX to finish my BBA requirements. .........Tuition was $121 max for 15 credits or more.

It still has a cost in the student’s effort, time, and lost wages that could have been earned while in school. If the only cost for a degree is found in the cost of tuition, then you are in a degree mill.
Under 125k per year in NYC is NOT middle class. This is an attempt to BUY minority votes with Whitey’s money. Also in the budget is a major reduction in crime. Cuomo has raised the age of legal criminal responsibility to 18 from 16. Now when all of the 16 and 17 year old gang bangers crimes are hidden in Juvenile records Cuomo will claim HIS crime fighting bones. This will make controlling gangs infinitely more difficult thanks to the Democrats and weak kneed Republicans who run this state.
It would be only right of them to volunteer for a pay cut to half of their previous salaries.
I’m sure they will do that to show just how important it is that everyone get a free college education.
It is, after all, their bloated staff and educator salaries and benefits that have made college education costs rise 3x faster than inflation over the last 40 years.
The site says the free tuition is expected to help many. Under this groundbreaking proposal, more than 940,000 middle-class families and individuals making up to $125,000 per year would qualify to attend college tuition-free at all public universities in New York State,
At say $10,000 per year (5000 per semester tuition) those 940,000 middle classers would cost "somebody" 9.4 Billion dollars a year.
And Cuomo is saying it would cost the state $163 Million - that would be $173 per year for those 940,000 middle classers. ;)
