Have not read the entire bill but it looks like you can be over the DUI limit IN YOUR HOUSE and not be charged with possession of a weapon or a legitimate DGU situation.
Saw on an cop reality show (think it was an old 2008 COPS) this non-citizen guy drunk, he and his friends shooting in the back yard of a suburban neighborhood house. He seemed shocked that he was being arrested even though he readily admitted he was drunk and shooting in the back yard.
