(CNN)The House Rules Committee has posted the language of the MacArthur amendment to the health care bill on its website. The amendment, negotiated in part by Rep. Tom MacArthur and Freedom Caucus Chairman Mark Meadows, would allow states to seek waivers to weaken several key Obamacare insurance reforms that protect those with pre-existing conditions, including the benefits insurers must cover in their policies and the ban on allowing carriers to charge more based on a person's health background.

If just one state opts out and interstate sales is later approved then Obamacare will completely collapse and be replaced by traditional policies
I gave it a quick glance and States get major control over what and who is covered. There’s some phasing in. A lot of word-replacements referencing back to other bills. I did see pre-existing in there, but maybe each state interprets pre-existing? Oh, and States can charge more for older people. So health ins. may be just like it was pre-Zerocare with a few caveats?
I’ve wondered about interstate sales. Calif of course is going to mandate coverage up the yazoo for anyone breathing so we’re screwed. Arizona, maybe bare-bones. Will that create health services tourism?
The only thing that restores competition and gives people back control of their bodies is no mandate. There would be government approved and non-approved policies, and then things will gradually get better....for people who want them to.

High-risk pools are government run healthcare at its absolute worst. If you end up in one because you’ve got a pre-existing condition expect huge expense, long waiting lists, caps on how much treatment you get.
I understand there’s a political strategy at play here, trying to force Dims to the table by causing Obamacare to implode. This MacArthur amendment is like supercharging the Obamacare death panels to make that happen. Some may support it, but I think it’s worth noting such a strategy involves a lot of ‘collateral damage’ during the implosion, and that means us getting screwed on healthcare even more than we already are.
A state opt out on defined benefits, guaranteed issue and community rating, plus the purchase of insurance across state lines, plus elimination of the individual mandate would be a huge step towards de facto repeal. What does the proposal say about the employer mandate, and what would be involved for companies having operations in multiple states? Could a company with employees in California insure them with a policy issued in Idaho, and find providers in California to deliver the care?
It appears the GOP members of Congress are going to continue to receive taxpayer subsidized gold level plans in the new Trump/Ryancare bill. Once again, ignoring the constituents while feathering their own nests.

Odd, too, no, that they had to craft a whole new bill to replace the 6 or so created prior?? Why re-invent the wheel, just dust off and resubmit.

It’s rearrange and repair and it is still Obamacare, even with a name change.
