No. The constitution gives that power to the federal government. Trade deals must be enforceable and when the usa was under the articles of confederation, states could place tariffs on each other and ignore foreign treaties since no one could enforce them. The us constitution was specifically designed to have a central government that works and can negotitate deals for the whole country.

The individual states cannot enter into treaties with a foreign power, hostile or otherwise.

I wonder how much money Sacramento is supposed to send China? In exchange for China agreeing to reduce CO2 in twenty years.

“Does this mean that Governor Moonbeam signed for the Sovereign State of California?”

More likely he signed for The People’s Republic of California.

It’s clearly an unconstitutional action. I don’t remember the specific article, but I seem to remember something along the lines of the states not being able to enter into compacts with foreign powers.

Isn’t it against the law for states to make deals with foreign countries?

Almost. Article I, Section 10 of the Constitution provides that they can only do it with the consent of Congress. Gov. Moonbeam has deliberately ignored it, even though he's sworn to uphold the Constitution and the CA constitution requires him to do so.

In case they try to argue this wasn’t a treaty, and thus absolutely barred to states, the next paragraph, last sentence says states shall not enter “any agreement or compact” ... with any foreign power without consent of Congress or in such imminent danger as will not admit of delay. So either the world will end in a week without this or they have to ask Congress and get permission even if it isn’t a treaty. Even the 9th circus can’t save this.
