This will go to court. The city of Detroit’s population is 677,116, breaking the 302 homicides down to 44.6 per 100,000 residents, giving Detroit still one of the highest murder rates in the country. And that’s just one city. Somebody is going to say something.

I had the misfortune to attend a science conference in downtown Detroit in the mid-1980's. Place scared the crap out of me far worse than pre-Katrina downtown New Orleans ever did. Also did some conferences in downtown Chicago in the same time frame, and the "vibes" weren't nearly as bad.
Could be. I believe the article says the chance of it becoming law was next to impossible.
