Her instruction to call it a matter is inconsequential by itself which is why Comey disclosed it. He was trying to present himself as an unbiased nonpartisan person so he picked a throwaway that made him look good but did no real damage to the Obama Admin. The real question is whether the instruction to call it a matter is just a small part of the interference by Lynch. I think it is.
One thing I heard over the weekend is that the DOJ told the FBI not to investigate the Clinton foundation. That would be a bigger deal I think.
