” to load an improvised dirty bomb into a shipping container and basically mail the bomb to its destination. “

I worked several days at a site that was developing radiation monitors for shipping containers, trucks, etc.

I kept seeing this guy come out of the building carrying a Dixie cup, get into his own car and drive through the thing, then carry the Dixie cup back into the building. Repeatedly throughout the day.

I figured out what he was doing, but had to ask anyway - I was wondering about the dose. “Yep - just calibrating it. It doesn’t take much to set it off - and no - this little bit in the Dixie cup won’t hurt you.”

And while the detectors are very sensitive, you have to get the container through them. Although I’m guessing they have other sensors that can detect larger doses and at greater distance.

They’ll never tell you that there is Satellite detection method and that they likely use, perhaps share it with some of the more dependable allies.
