No! Mimicking Illinois is a bad strategy. Wisconsin's DOT is far less efficient even than liberal states like Minnesota. As long as roundabouts are going up in rural districts, the money is being misspent.

There is nationwide momentum on adding tolls, and such momentum is seldom accidental.

IMO it is part of the overall squeeze meant to limit private car ownership and untracked driving in the country.
