Anyone who thinks Rauner is going to be the next Scott Walker and take on the unions is sadly mistaken. Rauner is going to be more like Schwarznegger. He's going to cave and compromise with Madigan's Democrats on budget gimmicks, which will then be blamed on him when the crap really hits the fan.

What should be happening is that Madigan (and his daughter) get removed from power. He is actually the most powerful Democrat in the country right now.

cut state legislators pay and benefits on the same percentage as all cuts as a whole!

“Friday’s ruling by the U.S. District Court takes the state’s finances from horrific to catastrophic,” Comptroller Susana Mendoza, a Democrat, said in an emailed statement after the ruling.
As a result of the court decision, “payments to the state’s pension funds; state payroll including legislator pay; General State Aid to schools and payments to local governments — in some combination — will likely have to be cut.”

UPDATED: Illinois House to vote on multi-billion dollar revenue package Sunday

Includes a 32% increase in the personal income tax rate to raise about $5 billion. And, per the article, the GOP is just fine and dandy with that.

The solution for Illinois is to petition the federal government to dissolve the State of Illinois and to create the Illinois Territory. The federal government will set up a territorial government to last at least twenty years before allowing any part of the Illinois Territory to become a state. The federal government will solve the sellout of the taxpayers of the State of Illinois to the big labor unions and by the Illinois legislature by cutting off payments to the various retirement funds telling the trustees of those funds to make due with what they currently have in their coffers.

And the rest of the country will win by the Illinois Territory ceding its Representatives and Senators in exchange for the rest of the country having to pay for the federal goods and services they receive.

Can Connecticut, New Jersey, and Maine be far behind Illinois?
