The land was donated to the UN by the Rockefellers. It is I assume now like an embassy and is not really under any American jurisdiction although I suppose if they move it might revert back to the Rockefellers.

I’m sure this is more negotiating than actual cut of funds. Maybe Congress could set limit that U.S. funding cannot be more than 10% above the average of all nations. Time for other nations to step up, else let the U.S. run the organization since we pay for it.
