There are many cultures, European, Asian and African that are based in the extended family, not the nuclear family and have produced emotionally healthy, well-adjusted children for many millennia.
Actually the problem has nothing to do with color and everything to do with race. Most Africans simply can’t seem to handle the civilized world. It isn’t just a problem in the U.S. It is as bad or worse over most of Africa. A trillion in aid has been dumped into the dark hole of Africa in an attempt to teach Africans to take care of themselves using western science and ingenuity and it has failed miserably. Likewise, they also mostly fail in the U.S., the land of opportunity and even affirmative action favoritism. The majority of them are simply too far to the left side of the bell IQ curve.
Do the men in these extended families participate in raising the children? Of course.

It depends on the culture. I’m sure that you are aware of the fact that in many cultures child rearing is considered “women’s work.” The nuclear family is a rather new development in the history of human civilization.

To what do you attribute the current condition of blacks in the US, when you consider that before the advent of the welfare state, blacks we tracking whites in most markers, and some statistics show they had a lower illegitimacy rate than whites?

No one in their right mind would say that crime, poverty, unemployment, drug abuse, and dysfunctional families aren’t catastrophic problems in black America, but over the decades there has been significant progress as well. I expect the progress to continue and accelerate during the Trump administration.
