Just repeal it—the Supreme Court said the Congress didn’t have power to pass it in the first place, which would mean that no one should bother with a replace bill.

(1) Full, total repeal of Obamacare
(2) Abolish all federally-funded, mandated healthcare programs (CMS, SCHIP, etc) and turn them over to the states completely in exchange for a one-time block grant that cannot be used for care for illegals or abortions
(3a) Use the Interstate Commerce clause to allow health care plans to be sold across state lines. (b) National tort reform (c) $5,000-a-year healthcare tax credit for all individuals - for co-pays, deductibles, premiums, out-of-pocket expenses, charitable contributions to another healthcare, or contributions to an HSA. (d) Abolish the FDA and let a non-profit, Consumer Reports-type organization regulate and educate Americans about drugs (e) End the discrimination on homeopathic or holistic treatment (hemp seeds are the most nutritious foods in the world) (f) End the AMA's stranglehold on licensing
