President Trump said Tuesday he’s prepared “let ObamaCare fail” after the collapse of Senate Republicans’ latest health care bill, indicating he’s willing to move on to tax reform and other issues – and deal with an Affordable Care Act fix down the road.

“I think we’re probably in that position where we’ll just let ObamaCare fail,” Trump told reporters at the White House. “We’re not going to own it. I’m not going to own it. I can tell you the Republicans are not going to own it. We’ll let ObamaCare fail, and then the Democrats are going to come to us.”

He spoke after two more Republican senators came out late Monday against the Senate bill, effectively killing its chances in its current form. Senate Majority Leader Mitch McConnell, R-Ky., plans to call a vote on a bill to repeal ObamaCare now and replace it later, but on Tuesday afternoon left the door open to working with Democrats if that fails.

The White House focused its ire Tuesday on Democratic lawmakers, suggesting they’ll regret their opposition. “The failure of ObamaCare rests solely on the shoulder of the Democrats. They pushed it through, and they need to own the failure of it,” Deputy Press Secretary Sarah Huckabee Sanders said.

I’m surprised by this. Mitch, if he actually wanted to could force their hands. He can make their jobs a lot less fun.

Remove them from any leadership or committee. Move them to crappy offices. Reduce staff. Etc.

I just didn’t really think he wanted to.

No Senate vote happens in a hurry. And McConnell’s intentions are about as reliable as Lucas electrics, apt to go out without warning. I think McConnell is just venting right now. He wishes he could be remembered as the leader who cemented government-controlled health care.

That's always a good question.

Our legislative procedures are so complicated that it's hard to keep track. My guess, however, is that it is revenue raising bills that must originate in the House. Repealing something--which doesn't per se raise revenue specifically--I'm not so sure. Maybe the Senate can take the lead?

A humiliating farce

Within a few hours of the death of the Obamacare repeal-and-replacement bill in the Senate, a version of the repeal-only option appears to have died. That option represented Senator McConnell’s fallback position. Why not? Only eighteen months ago, in December 2015, Republican Senators (minus Susan Collins) voted unanimously to repeal Obamacare. They must have had their fingers crossed behind their back.

The December 2015 repeal vote in the Senate was just the latest in a long line of congressional repeal votes. The exact number is in doubt, but by any account it’s impressively large.

Repeal of Obamacare has been a Republican campaign staple since 2010. I believed the Republicans’ stated intention to repeal Obamacare in the campaigns of 2010, 2012, 2014 and 2016. I bought it completely. In the event, repeal has proved a humiliating farce.

The pos Republican bill did originate in the house. The Senate rejected the house Bill and crafted their own pos Bill. The intent was to pass the Senate’s pos then mash them together in conference so they could come up with a pos Bill everybody could live. Garbage in, garbage out. Spelled GOPe.

Trump ought to call the Senators who say they will vote against repeal and inform them that he is going to release a list of incumbent Republicans he thinks should be primaried.

He should conclude by saying how much he really, really likes them, he really does, and that it would be tragic if they found themselves on that list.

Getting a vote on the record would be useful for another reason - having no votes from Joe Manchin, Joseph Donnelly, Heidi Heinkamp, Jon Tester and Claire McCaskill would make for very useful campaign ads in 2018.
