The proper way is to cut the valve steam with diagonals. Thats sufficient.
If charged your charged with the value of the damage.
A valve stem cost 2 bucks a slashed or ice picked tire could start at 200.
The valve stem gets you criminal mischief,the tires and windows jail time.
