These “drastic cuts” are in response to “drastic increases” in the Medicaid rolls that were implemented only a few years ago.

So really, the “drastic cuts” are to bring things back to where they were for decades before the “drastic increases” wee put in place

You can’t put things “back to where they were” without losing every subsequent presidential and congressional election in the foreseeable future (if even 10% of those losing benefits change vote to Democrat). And yes, many on Expanfed Expanded Medicaid voted for Trump.

The Drastic cuts do NOTreturn spending to pre-ACA days.

The Drastic cuts are cuts in the projected increase in spending that Obama projected last year for the next 10 years.

The D expected increase from 2017 is 10%.
The McConnell expected increase from 2017 is 9.9%
(dpending on how you score it).
