Garrison pictures tend to get photoshopped to add in stuff like that. More than likely the original had something different.

If you look closely, that cartoon is signed GRRRGraphics.com below the Ben Garrison signature. And, indeed, the illustration appears on the GRRRGraphics site, which apparently belongs to Ben and Tina Garrison.
Their site's latest illustration targets a "tumor" in the Senate. Accompanying commentary:
