If you held a clearance, you can and may be questioned about matters related to your work under clearance. By your logic, if Snowden came in and surrendered, he couldn’t be questioned about his activities. After all, his clearance is gone and his work was classified.
Snowden didn’t have a clearance and stole/received stolen classified information.
