Not sure who used that line. (’Have you no shame?’).Many probably did. It sounds like something in a script for a Black & White film movie during the 1940’s or ‘50’s, back when everyone in productive society were subjected to much the same standards of honesty and expectations of civility.
Those films with actors like Jimmy Stewart, Gary Cooper, David Niven and Ray Milland. To a lesser extent, Cary Grant and Clark Gable.

I’m not sure who said it but it was used during the House UnAmerican Activities Committee hearings and it was said to Eugene McCarthy. It turned the tides of the hearings eventually leading to them being shut down and now even ridiculed.
