"My understanding is that the 1%ers can’t claim the beach between the high tide and low tide lines...."

Yes, but 99%ers can't trespass over private property to access the public land.

The 99%ers usually don't get all of the facts before bashing the 1%ers. In which group do you reside?

Would that be trespassing or is that access legally guaranteed?

I’m part of the 99%, and have no interest in walking on a beach in front of someone else’s beachfront home.

“The state’s Coastal Act of 1976 states that a coastal development includes ‘any change in the intensity of use of water or of access thereto.’ “

I guess you’re in the group that bashes someone with a clue - which I qualified with “my understanding is...”. The 1%er broke the law, and will probably find out a parcel of land to access the beach is “public land” - or his private property with a public easement.
