From what I’ve read, he didn’t like working in the White House. He hated having to go to work in a suit everyday, hated the bureaucracy, hated working with others there.
It seems the feeling was mutual with his colleagues and General Kelly wanting clear structure and lines of command.

I hope Bannon can help him from the outside.
