The plan from the beginning was to allow an unlawful assembly for the purpose of violating the First Amendment rights of the group which followed the rules. In essence, the Government, with premeditation, planned by proxy to violate the rights of others under color of authority.Extremely well stated.
The "under color of authority" part create grounds for a Federal civil rights lawsuit right there.
