If Trump stops paying Congress will just pass a law funding it and making the payments legal. No good option here. The beltway sewer is totally out of control. Congress can pass all the laws they want.

The reality is POTUS is alone in the beltway now. His party has completely abandoned him. Congress will just override any strong stands he take on Obamacare.
