Trump challenged the congress to pass the bill for him that they sent to obama; all he has to do is simply what he promised in his campaign. Stopping these illegal payments, especially to congressmen and their staffs, would be a nice motivator for them to move.
If he fails to do this, he will just show himself as another gutless liar of a politician.

Do not expect any real reforms from Trump.
It was a good try and thankfully Hillary is out, but Trump is never going to implement his plans.
