That statement doesn’t mean a damned thing.Nothing is ‘ruled out” until an investigation is done and circumstances and causes are determined. When the reporter asks, “could it have been sabotage or other foul play?” the answer can only be that the investigation is ongoing and nothing is ruled out. Properly that answer would be given if the query were, “could it have been a rabbit getting into the computer?”
An oil tanker has as much chance of ramming a destroyer that is aware of it as a destroyer would if it were trying to ram a Swift Boat. Nada. Zip. Zero. Nichts.
When I was on a destroyer during the Vietnam War we had lookouts on all quarters 24/7 no matter if we were on coastal patrol or out in the big blue Pacific. There is no excuse for not seeing a fricking oil tanker. Even if they did get hacked.

How does a Navy destroyer get hit in the rear by a tanker going 9.2 knots?
Granted it was a typical morning rush hour into Singapore. But somehow the McCain got itself in the way of the Alnic MC, got hit, and 10 sailors are likely dead.

Some Navy investigators believed it was a murder-suicide, and there was evidence of a homosexual angle to the crime. Some parties protested this finding loudly. I don't know if the truth was ever conclusively determined (or admitted).
