The bottom one is definitely photoshopped, no question whatsoever. The guy saturated the pic to hide the background of the hammer and sickle symbols he lifted from another pic. If you enlarge the pic in photoshop, and desaturate it, you can clearly see the original background of where he got the hammer and sickle symbol and it's a different darker color which he tried to hide by also raising the brightness of the symbol which is why they all look ridiculously white. Plus he didn't even paste it right, he (or she) was probably stoned because in the two guys kneeling at the front, the hammer goes right off their scarves. I would say the background is fake as well because that is more saturated than the people.
