It seems like Congress has know this for a long time. When Ratcliffe questioned Comey back in September of 2016, he asked questions which would seem to lead Comey to perjure himself regarding his decision to exonerate already being made. Ratcliffe even said that the only reason to give immunity to two potential witnesses was if the outcome had already been decided.
