I believe the worst place for this in Calif is San Diego county, where there are 30% more people registered to vote than eligible adult voters living in the county.
2 weeks ago in the news Cal has 7 counties with more votes than adult citizens. Of course when the feds asked for the voter roles, Trump was accused of being racist. Illegal voting is now a racial issue.
