As a matter of fact the emp affect is incidental from a standard nuke device.
At the right altitude an emp blast can do more damage than the nuke. Close to the ground, half of the emp energy is absorbed into the ground, at altitude, the range is greater and the area coverage us greater. Higher altitude ignition improves the odds of success too.

What kind of education do you have to think a nuclear blast has no visible signature, no heat, no nuclear radiation and would go unnoticed? Do you really believe EMP is some kind of stealth device?
