This is simply to funnel money to the gang with somebody getting kickbacks.
Sounds plausible. Also possible the liberals there are loony enough to believe it will work.
I would love to have been there when that plan was presented, and...it passed by unanimous vote. I am betting the guy that presented it is the one getting the kickback, the rest are likely true believers.
