This is smart. They also need to start mentioning changing their constitution to allow the development of nuclear weapons

I would suggest allowing Japan to develop their own nuclear weapons except that would violate survival rule #1:

Never allow someone you nuked to get nukes.

The US should send home all military dependents and recommend against travel to Korea right now. What a mess if hostilities start and their are 10s or 100s of thousands of US citizens in the war zone.

As Tokyo has been targeted by the North Koreans, heading to Japan won’t necessarily make them safer.

Time to clear out many people from the area. You cannot suddenly evacuate tens of thousands of people. Let them leave voluntarily without being rushed. This will seriously spook Chinese and their economy, too.
