He's telling Ryan and McConnell they are no better than the Dems and he's willing to demonstrate it in case their "constituents" have any doubts.
I'd wager he figured Ryan and McConnell were going to bollux the whole thing up to make him look bad he opted to tell them he knows what traitorous creeps they are by sidestepping.

He knows what he’s doing. The problem with the snakes is the GOP leadership is snakes to. To beat the snakes, play them off each other.
