True, he does always look like he stumbled out of bed a few moments ago.... but not always red-eyed, ha ha.
He's always had a disheveled look about him. He even said so himself during the interview when he described his long scraggly hair and his unshaven face when he showed up at one of those early transition meetings after Election Day.
Best description I've heard of him: "He looks like he slept in a Salvation Army box last night." LMAO.
