That’s what happened in Haiti and it was basically government-sanctioned. Almost all the aid was stolen, either immediately or in the course of its transport. I see in this case that at least there are some attempts being made to stop it.

Any where there are dark skinned folks you are going to find racial/victim-hood abound.....if nature takes what they have they will undoubtedly go after whatever getting they can..from stores and from you.... It’s frame of mind and culture that will not change until it changes from within and from their own people.... And that’s just not happening and hasn’t for decades and decades.

Generally if they’re other than black they’re teenagers.....not whole family members as is the case often with blacks....they do not “judge’ each other for stealing because they don’t see it as wrong...they are not afraid of being noticed doing so among their own.
