The same can be said in the aftermath of Katrina. Looting was rampant in New Orleans but not so much in the surrounding communities. I did happen though, it was just much more low key.

Another FReeper made a good point too. I did only see white folks maybe 20 or under.
Whereas in the black areas, it’s 10 to 60, it seems. Like a family outing.
Of course not all. But too many.
I often wondered if it isn’t in low income or poor areas that stealing isn’t also a “rite of passage” among the gangs etc. They seem to brag about it without fears of getting caught?
When I was a very young child my o was “paying” my older sister to do chores while she worked....I didn’t understand that concept for the age difference, all I saw was my mom giving HER coins for candy I wasn’t also getting. So I took one and got the blistering of my life for doing so! Never forgot it either!

And yes it is a right of passage.
No organized white gangs over there. But there WERE organized young Italian and Irish gangs until even the late 80s.

Stockholm Syndrome Hits Staten Island
Rich white (and black) tourists and poor islanders. Saw it for ourselves when we saw islanders urinating upstream of where tourists were walking/wading downstream in the Caribbean. The sight of it left a lasting impression of how "welcome" tourism really is to some islanders.
The black owner of a catamarran in Bermuda told us of how his wife was robbed of a neckace while they vacationed in St. Thomas. It was ripped off while on her neck and they were seated in a car waiting for a traffic signal.
No black and whites anymore so you’re either an idiot, buffoon or a liar?

Unfortunately it is a cultural thing. Black people I worked with saw nothing wrong with going to a buffet and a few of them buying lunch and the others eating off of their plates. These were working women and most were church goers. When I asked one about it she shrugged and said “they got more than me so it’s fair”. I didn’t argue. I had to live with them. They were , for the most part fairly decent folks, or so it seemed.
The relief ships are on the way from America, France, the English and the Dutch; Puerto Rico and the US are bending over backwards in the meantime to get aid daily to the islands, and these clowns are freaking stealing perfume?? and trashing every store on the island because the relief ‘isn’t fast enough’ ??? With no thought that they are on a freaking island and so they’re going to get caught?
At first I had high hopes for recovery for the Caribbean. But it’s pretty clear now any time there is a future emergency, these same folk who smile pretty and take our tourist money will again be looting houses, occupied and unoccupied, stealing boats and supplies of those trying to deliver aid, and robbing ‘foreigners’ who are in the same shape as them of the contents of their pockets by machete. It reminds me of Houston, where people were trying to save people, while the riff-raff were stealing wigs and hair weave. Disgusting.
