Quite simply, it is punishment if God reveals that it is. In Job, God revealed that it was not. With the flood, God revealed that it was. With Revelation, God has revealed that it will be.
A God who does not punish unrehabilitated criminals is a God who does not care about life or love or creation.

I don’t think so. He was talking about theodicy, the problem of reconciling the existence of evil with the concept of a loving God.
Most people, I think, are ok with punishment of the guilty. It’s bad things happening to good people for no apparent reason that trips people up.
