He knows the worm rules and how to manipulate the Senate. everyone in power is protected. As AG he has no one to help. He is on his own and realized he is way out of his league. He is most likely complict in the Swamps actions. He is biding his time. He knows he is done when this matter is concluded. No guts No glory.
